Two formats from the same family
HEIC derives from the HEVC video codec and WebP from VP8. Both apply the same idea — predict blocks from their neighbours and store only the difference — which is what lets them comfortably beat JPG.

Why WebP rather than JPG?
Because WebP compresses 25–35 % better. If the photos are going on a website, it is the option that costs you least in load time while keeping universal browser support.
What if the photos are not for a website?
Then JPG is better: every desktop program opens it, while WebP still trips up plenty of older editors and viewers.
How much do the files grow?
Not much. HEIC is more efficient than WebP, but not by a lot — expect a modest increase, nowhere near what PNG would cost.
Do I lose quality?
Two lossy compressions are chained, so technically yes. At the quality this tool uses it is not perceptible on a normal photo.
Does it work with Live Photos?
The still image is converted. The video component of a Live Photo is a separate file that the HEIC does not contain.
