Recovering an icon that only exists as a favicon

The limits of what you can recover
An .ico contains whatever resolutions its author chose to include, and often the largest is 32 or 48 pixels. Enlarging that generates no new detail, only blur.

Are all the sizes inside the ICO extracted?
The one the browser picks when decoding the container is extracted, normally the highest resolution available. An .ico can hold several sizes inside.
What resolution will the PNG be?
That of the extracted icon. If the .ico only contains 16 and 32 pixel versions, the PNG will be small — there is no way to recover detail the file does not have.
Is transparency preserved?
Yes, icons usually have transparent backgrounds and PNG keeps that.
Can I enlarge it afterwards?
Scaling up a 32 px icon leaves it blurry. If you need a large version, the AI upscaling tool gives a better result than plain scaling.
Does it work with .cur files?
Usually yes. Windows cursors use an almost identical structure to ICO and browsers typically decode them the same way.
