A conversion that almost always makes things worse
It is rare for moving a photograph from JPG to GIF to be technically a good idea: you lose colour, gain file size and get no format advantage. GIF was designed for simple graphics, not photos.
That said, there are contexts with no choice, and for those the tool does the conversion properly instead of handing over a fake file.
What dithering does
Unable to represent a smooth gradient with 256 colours, the algorithm mixes dots of the available colours so the eye perceives the intermediate tones at normal viewing distance.
It works reasonably well on textured areas and less well on smooth surfaces, where the dot pattern becomes obvious.

Will it look worse?
Yes, and it is worth knowing beforehand: a photograph has tens of thousands of colours and GIF allows only 256. Dithering hides it, but gradients and skin tones give it away.
Do I at least save space?
Usually not. GIF is typically bigger than the equivalent JPG for photographs, because its compression is not built for continuous tone.
So why would I do this?
Compatibility only. Some legacy systems, email signature platforms or specific software accept GIF and nothing else.
Is it a real GIF?
Yes. Genuine quantisation and LZW compression, not an extension change on a PNG.
Can I animate it?
